Pal games on NTSC, bottom cut off??

Is there a fix for Pal games so that the bottom portion of the screen is not cut off on a NTSC television?

Since I don't have a NTSC-machine I can't test this out http://www.dextrose.com/ubb/frown.gif So no other fix from me for that (until I find a way to another machine)
